Users have dragged the MAX messenger’s rating down to 1 star
Not long ago, the Max messenger appeared in Rustore and the Play Market. The messenger is currently in beta testing, and there are practically no features in the app yet. The idea is to turn Max into a national Russian messenger with electronic government services in a single app.
There are rumors that Telegram and WhatsApp may be blocked to attract new users. Many users did not like this idea, and they left a lot of negative reviews, which gave the app its lowest rating — 1 star

Well, it could be the herd instinct at work. If we’re being honest, Rutube, to put it mildly, doesn’t measure up to YouTube, although the content it has does play its part — just today I watched a video on how to wire an internet socket.
As for our government services portal, in my opinion, it’s an incredibly powerful resource — it has everything there: from sick leave and pensions to UAV registration.
What the messenger will be like remains to be seen; in my opinion, it’s too early to judge it.

Entertainment and educational into one pile, an app related to banks and taxes and a bunch of personal data into another.
And yes, if you have worked with people and even a couple of times gave your number to a client for work – that's an endless stream of trash from people, and here there will also be an influx of banks, price targeting to the disadvantageous side, and other nonsense.
