Well, the 25°C part is clear – expansion at high temperatures and contraction at low ones, but I want to argue about this ruler – it’s a children’s ruler made of soft wood, the corner often deforms (gets chewed, bends, etc.), which is why this allowance is given. In technical (carpentry, turning, etc.) steel rulers there is no such “allowance”; they can be pressed against a part of the construction and used for measurements. By the way, there is no such allowance in tailor’s wooden meters either, because their ends are capped with metal.
