The ambitious project of this floating city was first proposed in the 1990s years. Its deck was planned to house schools, hospitals, shops, banks,
museums, a concert hall, a stadium with 15 thousand seats, a water park, parks and
other facilities. A tram
system was planned for transportation between zones. 


The vessel, about one and a half kilometers long and with a capacity of 80 thousand people (of which 50 thousand are permanent residents of the “city at sea”, 10 thousand tourists and 20 thousand crew) due to its gigantic size cannot enter most harbors, so it was planned that it would continuously cruise in international waters at a speed of 13 km/h, completing a \"world tour\" every 2 years, and passengers could reach the shore by boats or helicopters parked on the upper deck. 


However, the project was not realized at the time due to financial and legal difficulties, but now, after 30 years, theFreedom Cruise Line International company has revived it, and if funding is secured, construction of the super‑liner is planned to start in Indonesia soon, and its duration could be 3–4 years.
