This is the point where the Arctic Circle and the 180th meridian intersect. And the disk itself is a symbol of the Sun. 
 
The 180th meridian divides the Earth into the Western and Eastern Hemispheres and is the International Date Line. 
That means that on one side of the monument it is “today,” and on the other — yesterday.
